Tubercular is an adjective with two senses, a general one applying to anything having or characterized by tubercules, and a specific one applying to anyone having the disease tuberculosis, as in His mother was tubercular, you know.
Tuberculous is simply a synonym of tubercular.
Both have had relatively low frequency of use since the disease has become scarcer, but the recent increase in drug-resistant strains of tuberculosis probably means that both words will remain active in the general vocabulary.
