Mogul is a Persian name for Mongol, a variant name for a Mongolian. All these are proper names. 

A mogul (not capitalized) is any powerful autocrat or other large or powerful thing, such as a kind of large bump in a ski trail. 

Mongoloid is Standard as an anthropological term for the central Asian racial type, with its dark hair and eyes, yellow-brown skin color, and prominent cheekbones,

but either capitalized or not and clipped to Mongol or not, both noun and adjective are offensive and taboo today when applied to Down's syndrome or those who have it.
